Well, that sample on my website is just BASIC tile scrolling, as I said in the tutorial there are faster methods... you could blit your tiles to one large surface and then use this surface to refresh the backbuffer. One large blit is faster than many small ones, you see? When the user moves around, you'll need to update this large surface occaisionally, but it'll still be faster. Also, if you make your tiles 32x32 you'll probably notice a big speed increase... and making the graphics 8 bit should double your speed as well :) Lucky PS.
