If this is what you mean, then no, don't wait until DX8 comes out, you'll be missing tons of development time, instead write some good solid code that could easily be ported to DX8 when its released, what I mean is make sure all your graphics functions and DInput functions etc. are all set out nicely in their own separate modules etc. etc.
And then you'll be able to use the new features of DX8, but not struggle trying to find every line of code that needs changing.
