DirectX 4 vb is the best (in my opinion), but there are many others. just try a google search if you need to find more.

Definitely Directx 4 vb... this is where I essentially learned everything I know about directx.... Easy to follow and starts you at the beginning, as well as covers every aspect of directx...

For VB though, in my opinion, DirectX 4 VB (link on right) has the best tutorials.
