That would work, yes, but only for those cheats that were left in the game by the developer. I think what Led2K is wanting is to add your own 'cheats' to a game, allowing you to change all sorts of things (like, for example, you could add something to be able to change your character's stats in an RPG, when there is normally no cheat to do this).
