You need a lead programmer so that means you can't program or else you would be the lead programmer.. you need a few differnt kinds of art people so you most likely cant do art. Pretty much what your looking to do is get people to make a game for you at no cost? Damn, I wish I would have done that before I learned programming.. well anyway, good luck
