It's hard to find a GOOD modeller for free anywhere. MilkShape3D is a good low-poly modeller for 3D games, but I'm not sure if it supports D3D. It MIGHT export in .3DS format, in which case you could convert it to an .X file using the program that comes with the DX7SDK.
