I'd say have a few categories, but let sites be in more than one category (like checkboxes). As for displaying them, I'm not too sure, I'd like to have all of them on one page, but then it might get confusing because links would be duplicated under different categories. So probably just have a page per category plus the "Top 5" and "All" because they would be cool =) I don't think you need to have a voting system, but a top 5 based on clicks would be ok, just remember that it wouldn't be very accurate since people would probably use favourites rather than links.... so you could maybe scrap the top 5. No graphical links is good.
