if you're new to Dx then start at DirectX8 - no point in learning old stuff really; but from the sounds of it the first option is what you'll need...
There are a few advantages to the D3D for 2D stuff - hardware acceleration; alot of the old 2D functions were still done by the processor; also you get to play with all the cool effects - pixel shaders, vertex shaders, alpha channels, texture FX and so on...
but as I mostly do 3D stuff I'm quite happy with DirectX8 for now...
