I'm not sure, but I think in DirectX that error's usually caused by trying to create an object that's not supported by the DX runtimes you have on your system. Like for instance if you have DirectX 5 installed and your code tries to create a DirectX7 object. I got that error under Windows NT when trying to create DX7 objects cuz NT only supports up to DX3.
