I want the game to continue to run smooth even if the actual number of new frames per second drops. Specifically, my game runs at 60 most of the time, but when other programs are running, the FPS drops and the animation is sluggish. Of course, the screen is still being refreshed 60 times a second, regardless of whether my program has finished a frame.
