There is a source that renders TLVERTEX surfaces available at our homepage, http://www.micogames.com. It's called IsoTiles5D. Might be helpful. Oh, and I suspect that it is your render state changes that screw things up, so try to remove all of the ones you listed above, because I didn't set any of them to get textured TLVERTEX's to show, so they aren't needed. If this works you can add them one by one until you find the one that screws things up.
