Corre Is right, not all cards support "In Software" disabling of VSYNC, in this case you must either do it in the directx SETUP.exe (which is usually found in the c:\program files\directx directory (although DirectX7 seemed to no longer distribute this executable) or in most cases must be disabled in the gfx drivers advanced options.
