Have you considered using an rpg maker if for some reason you can't find anyone willing to do the engine for you? If you need to find an rpg maker, then check at... http://www.rpgmaker.net They have about 9 rpg makers displayed there, and they are hosting these also, so no looking around the WWW to find one. I am DiscoStew, author of the RPG-Creator, 1 out of the 9 rpg makers being hosted there. What you speak of is extremely close to what the RPG-Creator will be able to do. But it is in pre-alpha stage, so it might be a while before it is done.
